MMA: Mitigation Instruments and Measures for the Waste Sector

Between 2023 and 2024, ImplementaSur supported Chile’s Ministry of the Environment and its Undersecretariat in developing technical proposals for the Health Sector Mitigation Plan, as part of the implementation of the Framework Law on Climate Change. 

Our advisory work focused on defining mitigation measures, enabling actions, and public policy instruments to reduce emissions in the waste sector, based on a territorial approach and aligned with international standards. The goal was to develop ambitious, context-sensitive strategies to drive concrete climate action.

Year 2023-2024

Approach and project implementation

We evaluated the abatement potential and associated costs of eight mitigation measures, including: 

 

  • Household composting 
  • School-based composting 
  • Large-scale composting 
  • Anaerobic digestion 
  • Landfill biogas capture 
  • Paper and cardboard recycling 
  • Food waste reduction

 

We proposed over 20 MRV indicators, enabling public instruments, an implementation timeline, multisectoral working groups, and specific indicators to monitor gender gaps. 

We also developed technical data sheets, causal chains, barrier analyses, and a reference international benchmark. The entire effort was aimed at turning climate targets into viable, traceable actions for the public sector.

Strategic Vision

This project reflects ImplementaSur’s role as a technical partner to the public sector in the development of ambitious, technically sound climate policy instruments that are grounded in territorial realities. 

Our approach combines quantitative analysis, governance design, gender integration, and sectoral expertise to help strengthen the State’s capacity to move toward a low-carbon economy. 

This advisory work provided concrete inputs for climate planning in the waste sector, a key area for reducing methane emissions and meeting international commitments like the Global Methane Pledge and Chile’s long-term climate strategy.
